What You don't realize is that it is already applied. Climate engineering is full scale mining of all resources, from the deep ground up to the stratosphere.

@HannibalKarthago I am talking about actual facts and not about old papers or ideas... you are building up your argumentation on the idea that geoengineering is real and driven by some countries on large scale. There were some tests and some countries used it with small local short term effects like china with influencing weather. But not large enought for climate effect. The needed energies therefor are on an other scale...
But it is like with chemtrails, some 'believe' ;-)

This "old paper" is nothing else but the kickstart project document for global scale climate engineering. We are already in the future of this project and it is in full swing.

The #cop23 and #ParisAgreement on Climate prepare the legal basis as it is dealt as military project yet, like in the description of CIA memorandum.

Countries like Russia, China and India have their own infrastructure for climate engineering and will only accept bilateral agreements.

The impact is huge.

The evidence of fracking and industrial desert farming doesn't need simulation it is is easily observable by satellite imagery.

Even the increase of CO2 and decrease of O2 doesn't need simulation, it is real.

Tropospheric Aerosol Injection (TAI) is easily observable across European skies. With satellite imagery easily to follow all over the world.

Stratospheric Aerosol Injection (SAI) of dropping out ozone layer is also sensible by burning sunlight, when the TAI cover shows a hole..

I also did not build the huge HAARP site in Jicamarca, Peru, the big HAARP ships crossing the oceans and other components of this network.
